THE THIRD INTERNATIONAL SPORTS GAMES “CHILDREN OF
ASIA”
R E G U L A T I O N S
GOALS:
The Third International Sports Games “Children of Asia” are held to propagandise the Olympic ideas and for self-improvement of
children.
TASKS:
- to develop the children sports;
- to involve more children in sports and physical activity;
- to strengthen friendship between the children of Asian and Pacific
Region;
- to establish international cooperation in sports
TIME AND PLACE:
The Third International Sports Games “Children of Asia” are held on
July 22 -31, 2004 in Yakutsk.
Arrival day – July 21-22, 2004;
Opening ceremony – July 24, 2004 in the “Tuymada” Stadium at 8.00
pm;
Closing ceremony – July 30, 2004 in the “Tuymada” Stadium at 8.00
pm;
Departure day – July 31, 2004.
Registration and accreditation of participants and guests, as well as the passing of the credentials committee – July 21-22, 2004 in the “Elley
Botur” Ice Palace (64 Lermontova str., tel.: 43-35-98, 43-31-39).
The meeting of the Games Coordination Committee and the Main Referee Board of the Games with the participation of the Heads of the delegations and the team representatives will be held on July 22, 2004 at 5.00 pm in the Government House 2
(Assembly Hall on the second floor).
MANAGEMENT OF THE THIRD INTERNATIONAL SPORTS GAMES “CHILDREN OF
ASIA”
General management in preparation for and in holding the Games is done by the Government of the Republic of Sakha
(Yakutia), the State Committee on Physical Culture and Sport of the Russian Federation and the Olympic Committee of
Russia.
Immediate organisation and holding of the Games is carried out by the Third International Sports Games “Children of
Asia” Coordination Committee, Games Administration, State Committee on Physical Culture and Sport of the Republic of Sakha
(Yakutia) and the Main Referee Board of the Games.
PARTICIPANTS, TEAMS AND TERMS OF HOLDING
The children of 1987 year of birth and younger take part in the Third International Sports Games “Children of
Asia”. The age of participants is determined by the identity
card.
Teams from the member countries of the Olympic Committee of Asia are invited to participate in the
Games: Asia-Pacific and the Middle East countries and cities, CIS
countries, Republics of Russia, Krays, Oblasts, Autonomous Oblast, Autonomous okrugs
(regions of Russia).
TERMS AND PROCEDURES OF APPLICATION SUBMISSION
Preliminary applications with stated kinds of sport, number of sportsmen and officials should be submitted at the Games Administration no later than January 31, 2004. Application can be submitted by fax with a compulsory submission of the original by
post. Official applications should be submitted at the Games Administration no later than March 1, 2004. Until April 1, 2004 the Games Administration sends out to countries and
regions, which have confirmed their participation in the Games, forms of registered
applications. Completed registered applications should be submitted at the Games Administration no later than May 1, 2004. On the day of arrival the representatives of the teams produce to the Commission according to the registration and admission of
participants:
1. Technical applications for each kind of sport separately, 2
copies.
2. Medical certificate with the admission to the Games.
3. Identity documents (national passport or equivalent document).
4. Two photographs, size 5x6 cm.
FINANCING
Costs connected with the immediate organization and holding of the Third International SportsGames “Children of
Asia” (accommodation, board) are incurred by the Government of the Republic of Sakha
(Yakutia).
The State Committee on Physical Culture and Sport of the Russian Federation bears the immediate costs of holding competitions during the
Games. Travel expenses and daily allowance while in transit are at the expense of the sending
organizations.

BASKETBALL
The competitions are held according to FIBA rules valid at the relevant
period. The competitions include plays of boy teams of 1988 year of birth and
younger. Team composition: 12 sportsmen, 1 official.
BOXING
The competitions are held according to FIBA rules. Boys of 1988-1989 years of birth are allowed to the
competitions.
Weight categories (kg): 46; 48; 50; 52; 54; 57; 60; 63; 66; 70; 75; 80; and over 80
kg.
The competitions are of individual character.
WRESTLING
The competitions are held according to FILA rules. Boys of 1988 year of birth and younger are allowed to the
competitions.
Weight categories (kg): 42; 46; 50; 54; 58; 63; 69; 76; 85; and over 85
kg.
The competitions are of individual character.
JUDO
The competitions are held according to valid FIJ rules. Sportsmen of 1988 year of birth and younger are allowed to the
competitions.
Weight categories for boys (kg): 39; 42; 46; 50; 55; 60; 66; 73; 81; and over 81
kg.
Weight categories for girls (kg): 36; 40; 44; 48; 52; 57; 63; 70; and over 70
kg.
The competitions are of individual character.
VOLLEYBALL
The competitions are held according to FIV rules and include games of boy and girl teams of 1987 year of birth and
younger.
Team composition: 12 boys, 12 girls.
GYMNASTICS
The competitions are held according to FIG rules. Boys and girls of 1989-1994 years of birth are allowed to the
competitions.
Team composition: 3 boys, 3 girls.
CALLISTHENICS
The competitions are held according to the valid international rules of FIG and are of individual character in all-round competitions and in different kinds of
callisthenics.
Girls of 1990 year of birth and younger take part in the competitions in the following age
groups:
1990-91 years of birth – junior programme (Candidate to master of
sports), four kinds (skipping-rope, ball, clubs, ribbon).
1992-93 years of birth – junior programme (Candidate to master of
sports), four kinds (skipping-rope, ball, clubs, ribbon).
For girls competing by the junior programme of 1990-91 years of birth the estimate of technical value (A1) is 8
points.
For girls competing by the junior programme of 1992-93 years of birth the estimate of technical value (A1) is 6
points.
Competitions No. 2 and No. 3 are held (of individual character). Finals in different kinds of competitions
(No. 3) are held for girls of 1990-91 years of birth. The winners are determined by most points received in all-round competitions of individual character
(Competitions No. 2), and by most points received in different kinds of all-round competitions and finals of different kinds
(Competitions No. 3). 6 girls who have shown the best results in a particular kind of all-round competitions are allowed to the Competitions
No. 3.
Team composition: 4 girls, coach, referee.
TRACK AND FIELD ATHLETICS
The competitions are held according to valid IAAF rules. Sportsmen of 1987 year of birth and younger are allowed to the
competitions.
Composition of teams: 10 girls, 10 boys.
Programme:
Boys: 100 m, 200 m, 400 m, 800 m, 1500 m, 3000 m, 5000 m; hurdles in 100m, 110
m, 400 m; broad jumping, high jumping, triple jumping, relay-race in 100 m x 4, 400 m x 4.
Girls: 100 m, 200 m, 400 m, 800 m, 1500 m, 3000 m; hurdles in 100m, 400
m; broad jumping, high jumping, triple jumping, relay-race in 100 m x 4, 400 m x 4.
The competitions are of individual character.
SPORT DANCING
The competitions are held according to IDSF rules. Sportsmen of 1987 year of birth and younger are allowed to the competitions in the following age
groups:
Children 2 – 10-11 years of age (1993-1994);
Juniors 1 – 12-13 years of age (1991-1992);
Juniors 2 – 14-15 years of age (1989-1990);
Youth – 16-17 years of age (1987-1988).
The age of participants is determined by the year of birth according to identity
cards.
Team composition:
Children 2 – 2 couples;
Juniors 1 – 2 couples;
Juniors 2 – 2 couples;
Youth – 2 couples.
The competitions are held separately in European and Latin-American
styles.
European – slow waltz, tango, slow foxtrot, Vienna waltz and
quickstep.
Latin American – samba, cha-cha-cha, rumba, pasadoble, jive.
Children 2 perform 8 dances.
Juniors 1, Juniors 2 and Youth perform 5 European and 5 Latin-American
dances.
The finals, the semi-finals, 1/4, 1/8, 1/16, 1/32 depend on the quantity of
participants.
TABLE TENNIS
The competitions are held according to the Corbillon system. Sportsmen of 1989 year of birth and younger are allowed to the
competitions.
Team composition: 5 boys, 5 girls.
If more than 6 teams take part in the competitions, teams are divided into several subgroups in which the competitions are held according to the round
robin. The number of subgroups is determined by the panel of judges depending on the number of
teams.
TAE-KWON-DO (WTF)
The competitions are held according to the international Tae-kwon-do rules
(WTP), approved by the World Federation of Tae-kwon-do with amendments and additions on July 1, 2002.
Sportsmen of 1990 year of birth and younger who have the recommendations of the Regional Tae-kwon-do
Association, Federation or Union; Kukkiwon Dan (WTF) certificate or the first grade sport qualification for Russia are allowed to the
competitions.
Weight categories:
Boys (kg): under 31; 34; 38; 42; 46; 50; 54; 58; 63; 68; and over 68
kg.
Girls (kg): under 31; 34; 38; 42; 46; 50; 54; 58; 63; 68; and over 68
kg.
No more than 1 sportsman in each weight category (boys, girls) can take part from each
team.
FOOTBALL
The competitions are held according to FIFA international rules. Teams from
Asia-Pacific, Siberia and the Russian Far East composed of the players of 1987 year of birth and younger are allowed to the
competitions.
Team composition: 17 players. Total number of teams – 8 teams, from which 3 are from Russia and 5 from other
countries.
1. The Republic of Sakha (Yakutia)
2. The winner of the Siberian zone group.
3. The winner of the Russian Far East zone group.
4. Teams from Asia-Pacific and CIS.
The finals are held during the Third International Sport Games “Children of
Asia” in Yakutsk on July 23-31, 2004.
The teams of Asia-Pacific region are allowed to the finals by personal
challenge.
CHESS
The competitions are held according to FIDE rules (Laws of Chess)
(Russian Edition, Moscow, July 2001) by the Swiss system in 7 rounds
(or if less than 10 teams are present by a round robin). Sportsmen of 1988 year of birth and younger are allowed to the
competitions. Teams are divided (distribution of pairs) electronically
(if the appropriate programme exists) or manually (if it is not
present).
The arrangement of participants at their chessboards is made in the order indicated in the
application. Reserve players, displacement of participants by
chessboards, participation only in individual competition are not
allowed. Recording of the games and turning in of recording forms to the panel of judges after the ending of the Games is
compulsory.
Time control: 1.5 hours for the first 36 moves and then 30 seconds after each move
(electronic clock) and then 30 minutes for each participant up to the end of the
round. Total time of one game – 4 hours (using mechanical clock).
CHECKERS (INTERNATIONAL)
The competitions are held according to the rules of the Checkers Code approved by the Checkers World federation by the Swiss system (7
rounds) or round robin depending on the number of teams.
Team composition: 2 boys and 2 boys of 1987 year of birth or
younger.
Time control: 1 hour 30 minutes for the first 50 moves, then 30 minutes for each participant until the end of the
game.
The arrangement of the participants at the boards is made in the order shown in the
application.
The most points earned by all the members of the team determine the winning
team. If the points are equal for two or more teams the winners are selected in
order:
- according to the results of the team game;
- according to the greatest number of won or drawn games (2 points for the
win, 4 points for draw);
- according to the best results on the first, second, etc boards.
SAKHA TRADITIONAL JUMPING
Sportsmen of 1987-88 years of birth take part in the competitions. Sportsmen taking part in track and field athletics competitions may take part in this
competition.
Team composition: 3 sportsmen, 1 representative.
The competitions are of an individual-team character.
The winners and prizewinners are determined in each kind separately –
“ki-li”, “is-tan-ga”, “kuo-bah” and according to the total results of the 3
jumps.
- “ki-li” – 11 non-stop jumps on one leg with a running start with landing on both
legs.
- “is-tan-ga” – 11 jumps switching legs with a running start with landing on both
legs.
- “kuo-bah” – 11 non-stop jumps on both legs from the start place or with one-two preliminary jumps or with a small (5-9-12
meters) running jump.
Eight sportsmen who have shown the best results compete in the
finals.
STICK TUGGING
The competitions are held according to valid rules of the Federation of Stick Tugging of the Republic of Sakha
(Yakutia). Participants are out of the game after two defeats. Sportsmen of 1987 year of birth and younger are allowed to the
competitions.
Weight categories (kg): 45, 50, 55, 60, 65, and over 65 kg.
1. The competitions are held on a platform 4x4 m in size of any
height.
2. The bar for feet propping is to be fixed properly and is 1,8 m
long, 22 cm high, not less than 5 cm wide, the top-rib is
oval-shaped.
3. The stick made of larch or birch 50 cm long and 3 cm in
diameter.
The participants sit opposite each other with their feet propped against the board holding the stick with no more than 1 cm distance between each others
hands. One hand grips the stick from above and another one grips it from
below.
The competitions start with the referees command.
The victory is awarded to a sportsman who has pulled the stick from his
opponent, pulled the stick with his opponent, an opponent has released one
hand, etc.
DISABLED CHILDREN POWERLIFTING COMPETITION
The disabled children powerlifting competition during the Games is held on July 23-30, 2004 in Yakutsk according to the Special Olympic
Programme, Olympic Programme for the Deaf, Para Olympic Programme.
The competitions are held on July 27-29, 2004
The immediate organisation and holding of the competitions is done by the Competition Organising
Committee, Main Board of Judges, formed and approved by the State Committee on Physical Culture and Sport of the Russian Federation and the Federation of Powerlifting of
Russia.
Sportsmen of 1986-1990 years of birth are allowed to the competitions following the rules of each programme
(Special Olympic Programme, Olympic Programme for the Deaf, Para Olympic
Programme). Teams from Asia-Pacific, CIS, Russia and the Republic of Sakha
(Yakutia) are invited to take part in the competitions.
Team composition: 3 boys, 3 girls and coach.
The competitions are held according to valid international powerlifting rules and the international rules in each of the
programmes.
Weight categories:
Boys (kg): up to 54; up to 75; and over 75 kg.
Girls (kg): up to 48; up to 60; and over 60 kg.
The competitions are of an individual character. The winners are determined by the Willk’s
rating.
APPEALS
An Appeals Committee consists of 5-7 representatives of the holding organisation and the Main Referee Board and is established to resolve the disputed
issues.
Captains, coaches or representatives of the teams only in written form submit appeals no later than 1 hour after the end of the
competition. Appeals are received according to the competition rules in each kind of sport with a monetary deposit of $200
(USD two hundred). The deposit will be returned if the appeal is solved
positively. Appeals are not accepted after the approval of the results in different kinds of the programme by days and in team championship
results. Decision of the Appeals Committee is final and cannot be appealed
against.
DETERMINATION OF THE WINNERS
The official team championship results are not counted. The determination of the winners in individual and team competitions for each kind of sport is made according to the rules approved by international federations in appropriate kinds of sport and the Regulations of the Third International Sport Games “Children of
Asia”.
AWARDING
In each kind of sport the team, which has won the first prize, is awarded with the Memorable Cup and the Diploma of the Third International Sports Games “Children of
Asia”. Teams, which have won the second and third positions, are awarded the Diplomas of the Third International SportsGames “Children of
Asia”.
In the individual championships, sportsmen who have won the 1st, 2nd and 3rd positions in each part of the programme are awarded with the Memorable
Medals, Diplomas and souvenirs. In their honour the national flags of their respective countries will be
raised, and in honour of the sportsman who has won the 1st place the national anthem of the respective country will be
performed. Team coaches are awarded Memorable Medals, Diplomas for training a
champion.

NOTES
1. The leader of the delegation or the representative of the team is responsible for the lives and health of the sportsmen while in transit to Yakutsk and during the competitions 24
(twenty-four) hours a day.
2. It is recommended for the teams to bring the National Anthem of their country recorded on audiocassette or CD and 3
(three) sets of the State Flag of the country.
3. It is recommended for the teams to prepare 1-2 concert performances
(song, dance, play on musical instruments, etc) to take part in the International Festival of Friendship during the Closing Ceremony of the
Games.
